Now you're speaking out of both sides of your mouth. How can you possibly say with any certainty that knowing the penalty for an act doesn't prevent a kid from performing an illegal act? You're saying that it's not possible that a kid can stop from doing something illegal because he knows he might get penalized for it? How is that
