Ok, I've been away from the board for a couple weeks, so maybe I'm missing something, but is this a joke? There is no 4.2.1 and 3.5 SITUATION A still clearly states that metal or hard casts on the hand or elbow "shall always be declared illegal".

Is the joke on me?
