Then I would say that you are arguing that fouling, performing an illegal act, is a legal way to consume time. I say that a false start and then an illegal substitution that in the end run off 45 seconds of clock would be considered illegal acts and thus are consuming time illegally. The rule of thumb is that the first act
might not be ruled as an intentional act that requires the clock to be started on the snap depending on when and how it happened but the second one should always get caught.
