Assuming for Windows, you will have several choices, none of them particularly good. The Arbiter was written for a non Windows PC, it's got a steep learning curve as over time they kept adding and adding as they evolved to cover many sports. Their .Net product has been buggy and if you are on dialup, it's even quirkier. Arbiter still has control of the market so they are very stable as a company. Their pricing is tiered, the more umpires the greater the cost. I don't like that personally but it says a tom about their market control.

Several web only assigning software companies have come and gone, be careful, once you are online, it's tough to return to offline/manual.
