NCAA Rule - Ariz vs Baylor

In the Ariz-Baylor game last night, PU (on a 3-0 count) called a ball on the Arizona pitcher for not pitching fast enough. You can barely hear him on the mike, say, "That's five! Ball!"

Is there really a FIVE second limit on pitching in NCAA?

If not ... I thought this call was REALLY quick... and if so, I rewound it, and if it WAS 5 seconds, it was 5 from when the batter put her first foot in the box. A gutsy call for a 3-0 pitch - that runner scored. Ended up going extra innings, although Ariz did win eventually.
