Haven't done any SP since the creation of the stealing rule, but normally the ball becomes live again when the umpire indicates it, which is usually when the pitcher is ready to pitch again. So, in your situation, I would say no, the ball is not live when the catcher throws the ball wildly away. I am sure some avid SP umpires will be along here shortly to correct me if I am wrong.
