I am in the northern Virginia area (Cardinal Basketball Officials Association - CBOA) and CBOA contracts with each HS district and rec league in our area. We negotiate the game fee for (I think) 2 years. The state association has no say in what we charge. Our assignor assigns all officials throughout the season to include district and region games. For state quarter-finals, semi-finals and finals, the assignor sends the state association a prioritized list of officials "nominated" for these games and the state makes the decision on which officials work which games. If CBOA officials are chosen for a quarter-final game, they work as a crew. For semi-finals and finals, it is usually a mixed crew. For quarter-finals, we do not officiate any game involving a team from the regions we normally cover (Northern and Northwestern). For example, we may go down to the Richmond (Central Region, or to Virginia Beach (Beach Region) to do a game and one of their crews will come up here to do a game.

Coaches can "scratch" 2 or 3 (can't remember for sure) officials at the start of the season, but I don't think they have any input into selection of officials for the quarter/semi/final. This keeps it out of the politics, if possible.
