I think you would have to lower the pressure quite much, but it's possible. If you try at home you will see that the temperature of boiling changes from day to day (look at the weather and see if you can find clues to when and how it changes). Put a beaker of cold water in a Bell Jar. Evacuate the air to create a vacuum.
Voila!..boiling water.
