In PA they dont even use the fed test each year as a learning tool. I understand it is used for first time applicants. Thats nice but too many times I have seen that many guys dont read the book even after officiating several years. I have tried to contact PIAA twice, in an effort to get the test issued to each official so if nothing else it could act as a tool to learning the rules.
I guess it is not that important of an issue because no one ever returns phone calls from their offices.
So bottom line is I cant help you .
