If in your judgment F4 realized he did not have the ball, you might have a case for obstruction if the runner was impeded.
I would not rule fake tag in this case. A fake tag is usually reserved for trying to get a runner to slide from believing the fielder has the ball. I doubt if R1 missed the ball rolling through F4's legs, so he's not being tricked by the tag, which is the reason for the FED fake tag rule.
This was more instantaneous, and without clearly judging intent on the part of F4, I would lean more toward "I've got nothing."
