Was it an injury? Then the relief pitcher gets as many warm-ups as he needs.

Not an injury? Then the relief pitcher gets 8 warm-ups.

Either way, in Fed (and most youth ball) the starting pitcher cannot return to the mound.

NCAA and OBR the pitcher can return (subject to certain restrictions).
