To some degree, blame the NCA(Anal) rulebook. While focusing on minutia like making the pitcher wipe off a drying agent (onto a probably wet uniform part), they also direct the pitcher to remove her rosin bag each half inning. And that is what this pitcher was doing; picking up her rosin bag, and taking it to her dugout. It's such an absurd requirement, that I can't think I would challenge her method until or unless I saw some issue with a game ball.
