Why does a pitcher use powdered resin/rosin? To dry her sweaty (or otherwise wet hand. What do we supervise? That she only use it to dry her hand, and not apply it directly to the ball or her glove, where is can be applied to the ball.
So, what would a 3rd baseman have a resin/rosin bag for? Why, I suspect to dry her sweaty hand. Did she ever apply it to the game ball? If she takes out that resin/rosin bag, and puts it on the game ball,
THEN you have a foreign substance applied to the ball, and an illegal pitch should be called.
If not, don't look for a problem that isn't there. Nothing you mentioned was illegal, or even inappropriate.
