I do not think you need to mandate all games to be 3 Person. I live in a state that seemed to be one of the first to have all playoff games for both Girl's and Boy's basketball use 3 Person crews. It took a couple of years after that for most conferences in the state to assign all their games as 3 Person. There are even a couple of tournaments that still use 2 Person. It is very rare, but all the top notch tournaments that I am aware of use 3 Person exclusively. I think schools realized they better use 3 Person for when the games start to really mean something and you have no room for error.
