If it's the NAFL I know (there may be others), it was formed mostly by the joining of existing clubs & leagues. If that's it, the answers are:
- Local option. You might have only 5. I haven't seen 4, but wouldn't surprise me.
- Previous year's NFL, probably with some modifications.
- Don't know. I'm not an official.
- Expect big variations. They're making an attempt to organize by class of play.
