My understanding is that on an offensive interference call, the normal case is that any runners not out as a result of the interference are returned to their TOP base.

The exception is that remaining runners return to their TOI base (if different from their TOP base) in the case where the defense has had an unhindered opportunity to attempt a play (whether successful or not) prior to the interference occurring.

This principle is generally referred to as an "intervening play".
