Wisconsin issued a clarification in their bulletin allowing these things. They suggested that students "not use them during free throws."
I wonder if the AD at a game I worked earlier this year submitted the question. I disallowed them because I (incorrectly, I guess) considered them artificial noisemakers. I honestly thought I was on pretty firm footing. Still do, but I'll follow the rules I'm given.
