I disagree. IMO, a hold is when you actually wrap your hand around an opponent and/or grab something. Like grabbing the jersey or grabbing the arm and pulling it down while shooting. What I'm referring too is the hand or palm open, they rest it on the players hip while moving themselves, with a slight amount of pressure, slows the quicker player down enough for them (the defender) to catch up. Again, it takes a trained eye to see this and even more important, to see the disadvantage. It's okay to put the hand on then take it off, that's one thing, but to put the hand on and slow the dribbler down right at the pivotal point of the move, then take the hand off, well the damage has been done, and that should be a foul.
