The administrative technical is for "[requiring] the scorer to change a squad member's or player's number in the scorebook".
If the player comes out of the game before it is noticed and at no point does the scorer have to change the number (i.e. no fouls are called, etc.) then you cannot charge the technical.
By the same token, if number 13 is not in the book and number 13 never enters the game, there is no technical.
