Not for use in regular season games unless it's a tournament. As far as I know, conferences can't adopt a rule like this.

If used in a tournament, 30 point spread. Clock stops on: technical fouls, DQ's, timeouts, injuries, and Official's timeout. After reaching the 30 point spread, the clock continues to run. Nothing can change this, not even overtime.

Nope. However, if it's that bad, coaches can agree to shorten the quarter(s), per 5-5-3.
