How would it be proven that Red #14 had played more than his allowed number of quarters? What if coach A said B was illegal, but coach B said B was legal?

This is why I prefer eligibility rules to be left up to the "home office," as David Letterman would say.
First, there are not too many freshmen, jr. varsity, varsity tripleheaders. But, jr. varsity-varsity doubleheaders are the norm. You have the same scorekeeper for both games, and the scorekeepers keep track of the quarters the players played in the jr. varsity game and make a notation by their names in the varsity scorebook. In 31 years of officiating I have never had a player play more quarters than he/she was allowed, and I have never heard of it happening. That is not to say that it has not happened, I just have never had it happen to me (knock on wood) and have never heard of it happening.
