Women's NCAA has a procedure requiring the officials to
meet before leaving which should prevent this from ever
happening.

NCAA in general (both Men's and Women's ball) has a policy and it is basically the same. If there is a camera within a certain distance of the court, that camera can be used to dispute or confirm any situaton in the last seconds as it is related to a shot. So they must stay if there is a dispute or it is not clear and look at replay if it is availible.
