1 - There is a foul for an A player going out of bounds and coming in during a scrimmage kick down but the illegal touch is a violation not a foul. The penalty for the going out and coming in is 5 yards from prev spot.
2 - Allegedly IR cannot be used to generate a foul when there was not one called but that has already happened at least once this year so who knows.
