NCAA Rule Question

I referee NFHS rules so I am not familiar with NCAA Men's rules. Therefore, my question. I was watching Western Michigan and Virginia Tech last night. WMU was up by three with 3.7 seconds on the clock and they had a throw in on the end line in their back court. Both teams were over 10 team fouls for the half. After the ball was at the disposal of the thrower, a WMU player got called for a push prior to the ball being thrown in. The referees gave the ball to VT for a spot throw in and they missed a three at the buzzer. No one argued or questioned the call so I assume the officials got it right, but it seems to me like VT should have been given a two shot free throw for the foul. The ball had not been thrown in yet, so there was no team control, so no team control foul, so VT should shoot. Unless team control exists during a throw in under NCAA men's rules. Unless I did not see what I thought I saw (which, according to most coaches I work games for, happens to me quite frequently). Can someone give me some insight? Thanks.
