That's what they mean, but not what they say. The actual rule is 2-14-6f. Stop the shot clock and: "When an intentionally kicked ball occurs with 14 seconds or less
remaining, set to 15 seconds."
14.5 seconds is more than 14 seconds remaining. But the shot clock will show 15 until the actual time remaining is 14.0. Not really all that important. Just thought I'd mention it.
