Here is my speech:
Captains, coaches, please introduce yourselves to each other (if they haven't already)
Introduce myself and my partner
Define the court and the playable area for the particular facility we are in
Briefly talk about overhead obstructions (mainly basketball backboards that are folded up) end with "play until you hear the whistle"
Confirm with coaches that all players are legally and properly equipped (HS)
Tell captains that no one may participate in the contest with any type of jewlery on (HS) I add; "any body piercings that I can't see, I don't want to know about! This usually gets a chuckle from somebody
Tell captains that I expect the players on the court to shag the ball after a rally is concluded....I tell my line judges not to do it.

I only officiate HS ball, no USVA or college, so this speech is geared to that level. It probably reads longer than it is to say it all. Feel free to use all or any part of it. Whatever you do, I advise to develop a speech that is basically the same each time.
