From what I remember of the Casebook situation covering this rule, it appears at least one intent is to prevent the OFFENSIVE player from gaining an advantage by avoiding a screen by the defense (such as on the baseline), then getting open for and receiving a pass, thereby getting an open shot he wouldn't otherwise have had. In the sideline situation described, I agree with a no-call and telling the guy to stay on the court next time.
