was watching couple scrimmages and this play did come up!

First example- crew got correct, kid jumped up in the air to save the ball from going out of bounds and controlled the ball while in the air and was trying to call the TO and it was not granted, out of bounds violation!

2nd Example- Kid lost balance near the end line and ended up on one foot and was falling out of bounds, clearly had control of the ball and was asking for a time out with one foot on the floor, but it was not granted! The referee said it was the new rule and he could not grant the time out falling out of bounds! THIS PLAY IS BEING CONFUSED WITH THE JUMPING OUT OF BOUNDS AND TRYING TO CALL A TIME OUT PLAY.... This is still legal as long as one foot is down on the ground and control of the ball is evident!
