there is a difference between calling your partner's line and calling violations involving the basket. It might annoy me if the lead called a goaltending if it was a bad call, not because he made the call if the call was correct. I think you need a slow whistle, to give him 1st oppertunity to make the call. I remember one time this year, just by chance i saw the player foot touch the base line when i was the center. I did not whistle the oob. My partner had to live with that one.
