10-5-1
10-5-1 lists the special enforcement provisions, ie those that differ from all but one etc....they list the enforcement provisions for penalties by opponents of the scoring team on try's, field goals, and touchdowns, safeties aren't one of the special enforcements.....yep because that is just the way it is done LOL
