Unhappy Penalty enforcement for foul in the EZ

This question came up in Des Moines Officials Assoc.(Iowa) meeting last week. I do not belong but have a friend who does. So if there are any members that are on here you can probably help explain.

PLAY

A is in punt formation on its on 10 yardline.

Ball goes thru punters(A55) hands and is rolling in A's endzone.

A55 decides to kick the ball while on the ground through the back of the end zone.

White hat throws flag for illegal kicking.

What enforcement options do we have?

DECLINE- play results in a safety and A will free kick from A's 20

ACCEPT- Penalty took place in A's endzone thus by rule we have a safety and A will free kick from A's 20

Now the question that arose was if the penalty is accepted then why would the enforcement not be A's free kick from A's 10.

The question was asked if on other scoring plays the penalty if enforced from the succeeding spot. i.e. Facemask on the defense can be enforced on the try if during a touchdown or on the kickoff if during a successful try.

Why is the defense not given this option on a play that results in a safety??

Good question, i said just because that is the way it is done.

Any documentation supporting this???
