It probably depends on the age group, but the umpire simply has to use his judgement. If you think there is or was interference call it. DEAD BALL!
Since its a fair ball runner is out that interfered. If you think it might have prevented a double play, then call two outs.
With older kids I would probably require contact; however, it all comes down to what the umpire thinks.
