#64 (F) the key is that the whistle had NO EFFECT on the outcome
#70 (F) the new blocking rule rules out intent. If the ball is contacted by the backrow player above the height of the net (or another player that is part of the block) than an illegal block occurs. Whether the backrow player is attempting a block is not a factor (could be a setter who's hands are above the net... still an illegal block).
#71 (F) cannot be a part of a COMPLETED block. (ball is touched by either player than a backrow block is called.
#87 (F) The signal that is defined is for an illegal backrow attack. The Question states "The signal for a legal backrow attack is...).
