Apparenlty I am a bit wrong too in that the rule only states the feet and not the rest of the body so his throwing hand or head is not included there.
So the only requirement (regarding body parts) is that both feet of the passer must be in or behind the neutral zone. Regardless if he is in the air or on the ground. So the rest of his body and the ball can be over the LOS.

I would love to show you guys a play that happened exactly as described above. The QB crossed the line, then jumped back and threw the ball. It was not called although it should have been. The newspapers had a field day with that game/crew.
