I'm doing a presentation to new flag football officials on penalty enforcement. Does anyone know of a good word document/powerpoint on penalty enforcement that gives the basics of penalty enforcement? It is ok if it is for NFHS, because penalty enforcement is the exact same and I can adjust the yardage on my own.
