BTW, Mark, I completely agree with moving an announcer or statistician or AD, etc.
In this case, however, all three seats were needed - scorer, timer, shot clock. I'm not going to order one to sit somewhere else, and I wouldn't assess a penalty for this - I would just tell the visitors to get as close as possible, then send a letter to my state assoc.
