NFHS R2-S3 (Referee's Authority) or NCAA R2-S3 (Elastic Clause) or FIBA R3-A6.9.
And I would have absolutely no problem with instructing game management to make sure that the visitor's scorer has preference to sitting at the Scorer/Timer Table over a team statistician (not sure of the spelling and I do not feel like getting up off my tukus to get a dictionary) or the public address announcer.
