Per NHFS and NCAA Rules:
1) The Referee designates the Official Book.
2) The Official Scorer (usually the Home Book) is assisted by an Assistant Scorer (usually the Visitor Book).
3) The Official Timer: I really do not having anything to say here at this point but you need an Offical Timer.
The Official Scorer, Assistant Scorer and Official Timer should sit at the Scorer/Timer Table. The Referee can and should change the sitting arrangements. And as far as the announcer, like DrakeM said.
