declared out versus put out

From a recent thread:

I think the play you are thinking of had BR pass R1 after BR touched first. So, the third out was not a "force", and the other runs were allowed to score.

The play above involved Fed, but in OBR, wasn't it agreed that "put out" versus "declared out" was the key factor? For example, bases loaded, 2 out, batter walks, takes a turn around 1B, and is tagged out by F3. The runner on 3B is still allowed to score. However, if BR rounds 1B and passes the runner on 1B before the runner from 3B touches home, then the run does not count.

Am I remembering correctly?
