There is no seatbelt rule in the NCAA. I know this is true for men's and almost positive that it is true for women's.
The coaching box extends from the 28' hashmark to the endline.
The relevant rule is NCAA 10-10. There is no mention of the coach losing the coaching box privilege. And there is no section that addresses any difference in the women's game.
