It depends on whether there were any other administrative technicals against Team B before this point of the game. If you already changed a number in the scorebook, or added a name, or something like that from 10-1-2, then you don't charge another technical foul for changing B1's number.
Once you decide that it
is a technical foul, I would administer it the way M&M describes.
