"Down with", I understand. "Down on", as used by the poster, is confusing. "Down with" is a positive expression, while "down on" might be either positive or negative.

My favorite use of either is from Big Brother and the Holding Company's "Down on me".

Down on me, down on me,
Looks like everybody in this whole round world
They’re down on me.
