In this year's ASA umpire manual (page 239), there are four general times listed when the PU will make the call at third. For FP, these are very specifically discussed on pages 240-245. For SP, they are detailed on page 245.
If you come from an area that does not have strong clinics, or where there are "locals" that want to do it their way instead of by the book, you might want to cover this in the pregame with your partner before you get on the field.
