Pitch or no pitch -- that depends. In USSSA slow pitch that is a nothing, in fact it is part of the pitching fun. In ASA 16in slow pitch that is also a nothing. Of course in USSSA SP the pitcher still only has 5 seconds to release the pitch. After that it is a ball, if the batter doesnt swing at it.
