I disagree, Joe, unless the locally written 5 run limit rule makes that clear.
Just because there is a 5 run limit does not mean that all other rules are moot regarding ending of an inning. The was like an advantageous 4th out in that while the inning may have been over for scoring purposes, the inning ending appeal process is still available.
