I have not yet seen the NCAA Women's release you are quoting, but I willing to bet dollars to donuts that it was Barb Jacobs that made the inane (yes, inane and not insane, even though it would not be an incorrect statement) statement: "Often the player has already committed a violation before the time-out is granted." If a violation has occured, then any competent official is going to be stopping the game for the violation and not to grant a timeout request. As for "this play is happening too frequently in the game today," is utterly nonsense.
