LDB,welcome to the forum.The rule that you are talking about was taken out of the book using the logic that,if the official reported the foul properly to the scorer,there was no actual need for the "fouler" to raise their hand.Good thing,too.They kept tinkering with the rule after it was first put in 'til it became ridiculous.Player committing a foul had 5 seconds to raise his arm,and he had to raise it straight up(couldn't raise it 1/2 way,wave it,etc.).We were actually supposed to call a T on a player if he didn't raise his arm properly or on time.I can certainly see why you you'd like to see it returned,but I don't think you'll get too many officials to agree with you.
