In all my years working FED games I have never received a FED Umpires Manual. I have only received the rule and case books. And to my recollection, FED mechanics were
never even discussed, with the exception of the DDB mechanic. PBUC mechanics were the norm, with a personal preference option of B or C with R1 and R3.
