A warning would probably not come until the Nationals threw at a batter in retaliation. Once you warn both teams, it essentially takes away the inside part of the plate from every pitcher, because they don't want to get tossed for throwing at a batter. It is tougher to umpire after the warnings, since the umpire must then judge intent on any pitch that gets away from the pitcher.
