I can't see giving a HBP if the batter
is not within the confines of the box.
Especially if HE is the cause of being out
of the box. If he is avoiding the pitch
and is out of the box, that's a different
subject.
What would be the rationale behind giving
the batter a base? It seems to me that moving
forward out of the box would be no different
than moving into a pitch within the box.
